Green chipping

Anyone know how the rules work for green chipping? I've heard that it's only allowed if there is an obstruction in the path of the ball and the cup, but I've also heard that green chipping is now illegal and also heard from somewhere else that it depends on the rules of the particular course you're playing on. I understand that local course rules always prevail but does anyone know what the rules are exactly for chipping on the green? It seems silly in most cases, but I can understand certain instances where green chipping would be useful - in particular a green where there is a large slope downhill (or uphill) to the cup and you want to avoid the break. I'm just not 100% positive what the official PGA stance is on green chipping these days.
